Digitalizing the Philippines – Implementations of the TRAIN Law and regulations of E-Invoicing

The Philippine Government is working to strengthen its Digital Payments Transformation Roadmap to convert at least 50% of payments into digital and onboard 70% of adults into the financial system. The Electronic Commerce Act, passed in 2000, recognized electronic documents as functional equivalents of paper documents and granted them the same legal effects as paper documents. The advent of the eCommerce, ePayment, and eReceipting has created laws and regulations in which the private sector must comply. The Tax Reform for Acceleration and Inclusion (TRAIN) under the Comprehensive Tax Reform Program seek to correct a number of deficiencies in the tax system to make it simpler and more efficient. The TRAIN Law provides for a five-year timeline from its effectivity for the BIR to implement the EIS and the BIR has been targeting its implementation in 2023. Starting mid-2022, the BIR tapped the country’s top 100 large taxpayers to implement the pilot of the e-invoicing system. In this networking luncheon our presenters will focus upon the implementations of the TRAIN law, the eReceipting regulations and how this may affect the member companies of PNBC.
